The World Health Organization (WHO), the United Nations Office on Drugs and Crime (UNODC) and the Joint United Nations Programme on HIV/AIDS (UNAIDS), have developed a joint position on substitution maintenance therapy for opioid dependence. Based on a review of scientific evidence and oriented towards policymakers, the WHO/UNODC/UNAIDS position paper covers a wide range of issues, from the rationale for this treatment modality, to the specific considerations regarding its provision for people with HIV/AIDS.

The Vietnamese Injecting Drug Use & Harm Reduction Study: Stage 1
In 1995, the Centre for Harm Reduction conducted a collaborative, exploratory study, the VIDU study, as the beginning of a program of research, specifically targeting Vietnamese IDUs. The study was the first of its kind in Victoria , Australia and the first to document extremely high rates of HCV in this group.
The Vietnamese Harm Reduction and IDU Project, upon which this report is based, provided the opportunity to build on the findings of the VIDU study and to further develop relationships established during the earlier study.

The Vietnamese Harm Reduction Project: Stage 2
Report on the Stage 2 project, undertaken as a continuation of the original The Vietnamese Harm Reduction and IDU project. Stage 2 provided an opportunity to build on and expand earlier research findings and respond to some of the questions and issues raised by the former project. Findings from the former project indicated that patterns of drug use amongst the heroin users of Vietnamese ethnicity in the study differed significantly from Anglo-Australian users, typically found in the literature.

search studies of problematic drug use in Australia 's Southeast Asian communities suggest that a predominantly ethnic Vietnamese sub-population of drug users is experiencing greater harm resulting from drug use than their Anglo-Australian counterparts.
The Centre for Harm Reduction was asked to complete a consultation with ethnic Vietnamese drug users, the findings of which in part inform this paper.

Injecting Drug Use and Blood-Borne Viruses: A Comparison of Rural and Urban Victoria , 1990-1995
Most studies of injecting drug users (IDUs) have included only urban IDUs; information about rural IDUs is scarce. Recognising this, the Victorian Injecting Drug Users Cohort Study (VICS) recruited IDUs from rural Victoria as well as Melbourne, capital city of the state of Victoria , Australia . Examination of data collected from IDUs living in Melbourne and the Western District revealed numerous differences in behaviour and serology.

A report of the prevalence of hepatitis C virus and the risk behaviours associated with the transmission of hepatitis C virus in Victorian correctional facilities ( Australia ). The study was a cross sectional study undertaken in Victorian correctional facilities (in public and private, male and female facilities). It measured the prevalence of HCV in Victorian Correctional facilities and examined risk behaviours by participating prisoners that may lead to the transmission of HCV and other blood borne viruses.

Protest at award for Thai prime minister
Human Rights Watch and the Open Society Institute have jointly issued the letter below. Thai Prime Minister Thaksin Shinawatra has been granted the annual 'International Forgiveness Award' by the Italian organization Instituzione Perdonanza Celestiniana for his 'treatment of drug abusers as patients, not criminals.' A group of more than 50 organizations from Asia , Europe , and the Americas has produced this letter of protest calling for the award to be withdrawn.
Due to an unfortunate oversight, UKHRA did not make it onto the list of signatories, but we very much wanted to be represented there and are keen to make the letter as widely available as possible.

UKHRA wrote to the Danish Authorities in support of Joergen Kjaer a leading drug user activist who was arrested and charged with possession of heroin that he was holding for friends and fellow activists when setting off for an annual gathering/holiday. To read the letter click here .
Unfortunately the letter only had limited impact and Joergen was sentenced to 14months in prison - with a probable release date of June 2005.

Now online, the full text of the speech given by Gerry Stimson at the Methadone Alliance Conference Methadone and Beyond: expanding and exploring drug treatment options on the 22nd March 2000 in London . This speech led to a meeting of harm reduction activists at the international harm reduction conference in Jersey , and a meeting in Manchester where our first declaration of principle was drafted.
